Overall Scope
Government Contracts Consultants (GCC) is providing services to assist the Contracting Center of Excellence (CCE) and other DoD Offices and Agencies within the National Capitol Region (NCR) in all aspects of the Federal contracting process and various programs utilizing all applicable regulations and agency procedures. Tasks include pre-procurement planning through solicitation, award, administration and closeout. This includes support in the areas of cost and pricing and preparation of performance work statements and specifications. Tasks include administrative, technical, analytical/management expertise and mission support.
Individual Task Areas
1. Contract Support
Contract support provides quality procurement and administrative support services that include all aspects of Federal Contracting and in accordance with the relevant regulations. This includes pre-procurement planning through solicitation preparation, award, administration, and close-out. Specialized support may be required in the areas of out sourcing (A-76), cost and pricing and performance work statement preparation.
1.1 Contract Specialist Support
Contract Specialist support includes support and assistance in essentially all areas of Federal Acquisition Regulation (FAR) based Federal procurement in which advanced or complex knowledge and expertise is required such as: preparing or reviewing pre-procurement packages, actively participating in Integrated Process Teams where applicable, developing and managing acquisition plans, preparing/researching support documentation; making quality recommendations to the Contracting Officer, handling complex problems through resolution, validating data; and otherwise completing actions needed to successfully advertise, solicit, construct, award, administer and/or closeout Government contract vehicles. Contract Specialist also provides support for the development, review or revision of CCE’s Standard Operation Procedures (SOP), policies, procedures and acquisition processing guidelines.
2. Cost/Price Analyst Support
Cost/Price Analyst Support includes cost and pricing assistance and support. Cost/Price Analysts shall be responsible for support tasks such as: reviewing and evaluating cost proposals, determining the level of cost data required, accumulating all necessary cost data from many different sources, developing detailed and comprehensive cost estimates, reviewing and analyzing cost data, in-depth analysis relevant to the development of burdened rates and all associated elements, and preparation of organized cost review and meaningful recommendations to the Contracting Officer.
3. Procurement Analyst Support
Procurement Analysts Support includes working with internal and external customers (usually via an Integrated Process Team) and providing expertise and guidance in requirements definition and preparation of Specifications, Statement of Objectives (SOO)/Performance Work Statements (PWS)/Statements of Work (SOW) and associated documents as applicable, ensuring there is a meeting of the minds as to understanding of the requirement, assisting customers in defining measurable performance standards and methods of monitoring contract performance, researching and collecting data relevant to a variety of requirements, and providing clear concise compliant recommendations. The Procurement Analyst shall coordinate the contributions of other team members to either prepare or assist in preparing procurement related documents for review and approval by the technical customer, and/or Contracting Officer as applicable. The Procurement Analyst duties also include but not limited to the following:
Draft and coordinate acquisition policies and procedures.
- Review contract actions for compliance with law and acquisition regulations; recommend changes, if necessary.
- Review purchases made with Government Credit Cards to ensure that internal operating procedures have been followed and elevate perceived problems for resolution by Government personnel.
- Provide advisory services.
- Coordinate/provide training to support the needs of the PARC and DOC.
- Measure the quality improvements, efficiencies, and savings resulting from use of acquisition reform tools.
- Analyze, evaluate and review major procurements and programmatic issues.
4. Procurement Administrative Support
The Procurement Administrative Support tasks include general administrative office activities necessary to support personnel within CCE. This may include services required to prepare, maintain, or dispose of documentation that includes travel requests/vouchers, closed contract files; perform data entry functions, e.g. invoice tracking, COTR database management; perform tasks such as answering the main office phone, copying, retrieving and storing documents, and perform other duties of non-technical nature.
5. Program Management Support
Program Management Support includes administrative, technical, analytical/management expertise and mission support to various DoD Offices and Agencies. This effort includes but not limited to: staff support to perform office automation; mission support related duties (strategic, analytical, operational and technical); program management; security program support; personnel action support; tracking, maintenance, analysis and reconciliation of financial information; functional analysis support; collect, analyze and manage program information; functional analysis support; collect, analyze and manage program information for acquisition management; develop strategies and action plans; enterprise initiatives/solutions; governance activities; policy implementation/coordination; training support; maintain internet, intranet and extranet web-sties and portals; software development and/or support; maintain database records; assist in the development of multi-media projects; and provide response to public requests and/or conduct outreach.
6. Facilitator Support
Facilitator Support includes the necessary personnel, equipment, and supplies (except as provided by the Government) to facilitate various meetings to include Integrated Process Teams for CCE and DoD Offices and Agencies within the NCR. This support shall include providing technical and administrative support to plan, organize and facilitate meetings; to keep meetings focused in accomplishing planned agenda items; to track and recap agenda items and new issues; to verify consensus of resolutions; and to complete documentation as required.
