Background
DHS was created from 22 separate elements with eight procurement offices:
- Office of Procurement Operations (including support for Headquarters, US Citizenship and Immigration Services, Information Assurance and Infrastructure Protection and Science and Technology)
- Customs and Border Protection (CBP)
- Immigration and Customs Enforcement (ICE)
- Emergency Preparedness and Response (EP&R)
- Federal Law Enforcement Training Center (FLETC)
- Transportation Security Administration (TSA)
- United States Coast Guard (USCG)
- United States Secret Services (USSS)
DHS acquires a large and diverse number of products and services. The major guiding principles for acquiring these products and services are the Federal Acquisition Regulation (FAR), TSA Acquisition Management System, Homeland Security Acquisition Manual (HSAM), Homeland Security Acquisition Regulation (HSAR) and the DHS Management Directive 1400. DHS MD 1400, Investment Review Process, provides acquisition oversight of Department investments throughout their life cycle and to effect portfolio management for budget goals and objectives in accordance with the HSAM.
Overall Scope
Government Contracts Consultants (GCC) was awarded a Blanket Purchase Agreement (BPA) to perform acquisition support and program management services. Acquisition Services to be provided include, but are not limited to assistance in the: development of requirements analyses, alternatives analyses, Independent Government Cost Estimates (IGCEs), cost/benefit analyses, acquisition plans, Statements of Work (SOW) and Statements Of Objectives (SOO), development of solicitations packages, justification for no-competitive acquisitions, evaluations plans and handbooks, performance measurements plans, technical, business, and cost proposal evaluations support, protest support, contract administration, and contract close-out support.
Program Management Support Services include, but are not limited to: scope definition, time/scheduling, cost control, quality control and management, human resources planning, communications, risk management, procurement planning, life cycle project management, investment review process (IRB), best practices in the area of program management, performance work statement and in support of OMB Circular A-76 Studies.
Individual Task Area
Acquisition Support Services are as follows:
Acquisition Planning Activities- include a variety of studies and analyses to develop overall acquisition planning documentation to ensure timely responsiveness and sound contract related products.
Evaluation of Proposals- includes preparing proposal instructions, source selection plans, technical and business evaluation committee handbooks, and other documentation required to instruct and assist evaluators in carrying out proposal evaluations.
Acquisition Implementation- provides support in maintaining records and documentation associated with solicitations.
Contract Management and Administration- provides support in contract administration functions for the coordination and oversight of requirements to ensure compliance with the contract terms and conditions.
Procurement Package Management- prepares contract change orders, incremental funding modifications, assistance related to delivery or task orders, and independent government cost estimates.
Review and Analysis- includes analysis of the acceptability/unacceptability of contract deliverables based on the contract requirements and the applicable Organizational Element IT Systems Development Life Cycle (SDLC) standards or equivalent.
Contract Closeout Activities- support and assist in the audit and analysis of completed contracts and support processing adverse actions taken against the contract to effect the closeout of the contract.
Acquisition Workshops- develop workshop materials and presentation media for use by the government in providing Organizational Element subject specific acquisition and procurement-related workshops.
Acquisition and Management Support- recommends alternatives and assists in developing contract management procedures to achieve efficiency for managing current and future requirements.
Program Management Support Services are as follows:
Program/Project Management Systems- develop or assess management plans and systems, including procedures, templates, databases and program/project documents for the scheduling, control, and coordination of all activities required to accomplish program or project tasks.
Program/Project Plan and Controls- analyze project requirements to provide recommendations to ensure that the program or project activities remain within scope, satisfy requirements in a timely manner within approved budgets, and make the most effective use of the human resources available.
Risk Management- Identifies and quantifies risks that would affect the quality, timeliness, and cost of project services and deliverables and recommend risk avoidance and mitigation plans.
Integration of Procurement Activities- includes integrating procurement management processes (i.e., procurement planning, solicitation planning, solicitation development and release, source selection, contract administration, and contract closeout) with the overall project plan.
Communications Management- recommends and assists in the development of processes to ensure timely, accurate, and effective collection, formatting, dissemination, storage, and disposition of program or project information, including status, and performance reporting.
Project Management Office (PMO) Processes and Procedures- establish a PMO organization and recommend processes and procedures to achieve PMO functions efficiently and effectively.
Performance Measurement- analyzes project requirements and recommends performance measures, measurement techniques/tools, and reporting formats.
Special Projects- conduct research, analysis and tracking, to develop white papers, decision papers, assessments, briefings, and other documentation on program or project management related issues, as required.
Reporting Requirements- Support and assist in complying with agency reporting requirements by collecting, analyzing, correlating, and verifying data required for presentation in such reports.
Documentation of Policies and Procedures- assist in the development of program or project policies and procedures including researching, collecting, analyzing, and validating data. All policy and procedures will be developed and implemented by Government personnel.
Briefings and Presentations- provide research, collect, analyze, and validate data to develop briefings and presentations, provide the tools necessary for presenting the data, and assist with the actual presentations. |
